The verification packet — what to gather first

  1. Original foreign licence and current ratings.
  2. Current ICAO-equivalent medical certificate (Class 1 for commercial).
  3. Full logbook, signed and totalled, ideally pre-formatted to GACAR conventions.
  4. ICAO English proficiency endorsement (Operational Level 4+).
  5. ICAO Doc 9379 verification request — your foreign authority sends it directly to GACA, not through you.
  6. Recent passport-style photographs and identity documents (Iqama or passport).

The air-law differential exam

Even with full ICAO recognition, GACA requires a Saudi-specific air-law paper. It covers GACAR Parts unique to Saudi Arabia (e.g. local Customs and PPR procedures, holy-city restricted areas, Saudi-specific NOTAM and AIRAC handling). The pass mark and scope mirror the PPL/CPL written exam.

The conversion skills test

Conducted by a GACA-authorised examiner on the licence and ratings being converted. Most converters report this as the lightest part of the process — the regulator wants to see currency and judgement, not raw skill. Recent type-rating sim time helps.

Realistic timing

Validation: 2–6 weeks once the packet is complete. Full conversion: 2–4 months, the bottleneck almost always being the foreign authority's Doc 9379 response. If you're inside Saudi Arabia and the foreign authority is slow, GACA can issue a Letter of Validation in the interim — useful for keeping you on a roster.
