About GACA

الهيئة العامة للطيران المدني

The General Authority of Civil Aviation (GACA) is the Kingdom of Saudi Arabia's civil aviation authority, established to regulate all civil aviation activities within the Kingdom. GACA is responsible for issuing and enforcing the General Authority of Civil Aviation Regulations (GACARs) — the comprehensive body of Saudi aviation law.

The GACARs are closely modelled on 14 CFR (FAA regulations) and aligned with ICAO Annexes to the Chicago Convention. Where Saudi-specific requirements differ from the FAA model, they are noted in dedicated subparts. GACA publishes all regulations at gaca.gov.sa.

What the Library Covers

محتوى المكتبة

The Fly GACA Library indexes every GACAR Part and Administration eBook volume, organised into nine regulatory domains:

Administrative & General
الإداري والعام
Parts 1–13, 99, 156, 183, 193, 199
Definitions, GACA's own structure, enforcement, fees, and the rulemaking process. The boring-but-load-bearing chapters every other Part references.
Airworthiness
الصلاحية للطيران
Parts 21–48, 145
Type certification, production approval, continued airworthiness, and the repair-station rules (Part 145). Where the "is this aircraft legal to fly today?" answer comes from.
Flight Operations
عمليات الطيران
Parts 60, 91–157
The day-to-day rules: VFR/IFR, fuel, weather minima, scheduled (Part 121) and on-demand (Part 135) ops, sim training (Part 60). Most exam questions live here.
Air Navigation Services
خدمات الملاحة الجوية
Parts 71–97, 170–179
Saudi airspace classes, ATC services, communication procedures, and the PANS-OPS-derived approach standards. Pair this with AIP-KSA when planning a flight.
Airports & Ground Operators
المطارات والمشغّلون الأرضيون
Parts 68, 137–139, 151
Aerodrome certification (Part 139), agricultural and external-load ops, and ground handler licensing. Read this if you operate from, manage, or service a Saudi aerodrome.
Licensing
التراخيص
Parts 61–67
Pilot certificates (PPL, CPL, ATPL), instructor and examiner authorisations, medical standards (Part 67), and the recurrency rules. The path from student to captain.
Training
التدريب
Parts 141–147
ATO/AMTO certification — what a Saudi flight school or maintenance training organisation needs to operate, and how its syllabus, instructors, and records are inspected.
Administration eBooks
أدلة الإدارة
19 GACA Inspector Volumes
The internal handbooks GACA inspectors use when assessing operators, schools, and maintenance organisations. Reading these is reading the test from the examiner's side.

Captain Adel

Captain Adel

كابتن سعودي · ATPL · CFII · MEL

ATPL CFII MEL Cites first, explains second Says "I don't know"

Captain Adel is not a chatbot pretending to wear epaulettes. He's a Saudi captain — thousands of hours, hundreds of trainees in the right seat — who explains the regulation the way the dog-eared, underlined copy of the manual does. He cites the GACAR section before he gives the answer. He matches your language, switching between Arabic and English the way Saudi pilots actually talk. When safety topics come up — icing, fuel, MEL — he turns serious immediately. When a question is outside the GACA library, he says so.
